I have mixed views as to whether two year olds should be in institutional settings!
One issue for me, for example, is whether there could be provision for disadvantaged two-year olds which includes provision for supporting their parents alongside - in other words, providing 'good practice' for the children themselves and modelling this for, and involving, their parents/carers directly - rather than parents/carers dropping their two-year-olds off whilst they go and get a cup of tea.
A middle-ground might be that on some occasions during the week, the parent/carer is on site with their child whereas on other occasions, the parent/carer can leave their child so that this offers them a break for themselves.
